Description
Provide professional Human Resource direction for all sites and functions within the designated WMRA Group. Act as a liaison bridging relationships between Corporate, WMRA Human Resources Team and other resources as necessary. Provide strategic guidance and manage all aspects of the Human Resources function including but not limited to Labor Relations, Employee Relations, Recruitment/Staffing, Terminations & Severance, Training, Compliance, Investigation, EEO/DFEH & Litigation assistance, benefits and compensation. Work with Market Areas regarding Workman’s Compensation and Disability issues. Oversee and ensure the AAP plan(s) applicant tracking and other information points are being tracked and that sites are following processes necessary to ensure full compliance.
The role will have responsibility for implementing and driving strategic initiatives and corporate policies and procedures. Create and foster lines of communications between Corporate, WMRA, Operating Group, and the sites.
Essential Functions
Change Agent: Anticipate and plan for changing needs of the organization. Make recommendations and at the direction of the Sr. Human Resources Manager, implement changes and processes. Provide training as required.
Strategic Business Partner: The role will have responsibility for implementing and driving strategic initiatives and corporate policies and procedures. Create and foster lines of communications between Corporate, WMRA, Operating Group, and the sites.
Staff Development: Partner with Corporate and Group Management on staff development plans to ensure training and maintain experience staff for future company growth. Make recommendations and ensure follow through on plans. Proactively develop a well-planned employee development program that will maximize employee growth and available resources.
Staffing: Partner with Management and Staffing in assessing staffing needs throughout the Operating Group. Ensure Group achieves diversity employment in accordance with AAP goals and Operating Agreements.
Training: Monitor, provide or facilitate WMRA/Waste Management training as required. Conducts training on HR topics to management that can more effectively help them manage their human capital. May include training on regulatory/compliance, policy and procedures, management or communication initiatives.
Compensation: Manage compensation compliance to ensure internal equity and external market equity. Ensure employees are classified and coded correctly. Monitor recruitment and turnover information to ensure we are competitive to recruit and retain top talent in all market areas. Establish and maintain all wage and salary programs, including PDQ evaluations, as directed or as necessary.
Employee/Labor Relations: Take a proactive approach to employee relation’s issues by developing trust with employees at all levels of the organization and through administering consistent and sound HR practices. Investigate and resolve internal employee complaints in a timely manner. Provide assistance to Management with regards to grievance, arbitration’s, and other union issues as necessary. Participate in weekly Operations WAR calls and HR Team Calls.
Compliance: Monitor and ensure Management and Sites are in compliance AA/EEO, Unemployment, Wage & Hour, Worker’s Compensation, OSHA, ADA, Immigration and Naturalization Service standards and regulations. Assist in investigations and audits as required. Keep up-to-date and communicate labor law changes and changes in States and Federal Laws to HR Team and Operations. Be proactive and anticipate changes and implement policies/procedures in a timely manner.
Terminations/Severances: Review terminations and assist with terminations and severances as requested. Ensure Severance packages are delivered and administered appropriately.
Custodian of Records: Ensure a custodian of personnel and confidential employee records is assigned to administer of records for the assigned Group(s). Ensure records and employee information is maintained as required to ensure adherence with legal and company requirements. Timely submission of reports and requested information.

Regular attendance in conformance with Company standards, which may be established from time to time, is essential to the successful performance of this position. Employees with irregular attendance will be subject to disciplinary action, up to and including termination of employment.

§Proficient computers skills – Word, PowerPoint and Excel and PeopleSoft a strong plus.
Physical Demands
§Must be able to sit at a desk for up to 5 or more hours per day. Walking and standing are required the rest of the working day. This position requires travel (driving and flying) to and from meetings on and off site. Length of time of these tasks may vary from day to day and task to task.
§Sedentary work, exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
§Requires grasping, writing, standing, sitting, walking, repetitive motions, listening and hearing ability and visual acuity.
§Talking and hearing occur continuously in the process of communicating with vendors and other employees.
§Vision occurs continuously with the most common visual functions being those of near vision and depth perception.
§Must have finger dexterity to be able to operate office equipment such as computers, printers, 10-key adding machine, multi-line touch tone phone, filing cabinets, Fax machines, photocopiers, dolly and other office equipment as needed.
Qualification Standards
Education And Experience
§3 plus years of professional experience as a HR Generalist. Experience with a Fortune 500 Company a plus.
§Undergraduate degree in Human Resources Management, Organizational Development or other related subject area preferred. Masters degree a plus.
Licenses Or Certificates
§Valid driver’s license required. Professional Human Resources Certification preferred.
§PHR or SPHR certification a plus.
